Dynamic guidance using variable message signs.

This paper describes a dynamic guidance strategy using variable message signs and its demonstration in Toulouse City. A user needs analysis enabled first to verify that such strategy met a requirement of both city operators and drivers. The original strategy is then detailed, as well as its validation by simulation (attractive results) and its good acceptance by Toulouse drivers through a stated preference questionnaire survey. The global routing strategy was implemented in Toulouse control centre and was operational during two weeks. The user acceptance was evaluated the last day through driver's interview: messages were comprehensive (93%), recommendations were perceived useful (77%), and 11% of drivers changed their route to travel in the recommended direction. The analysis of flows downstream decision points highlighted significant impact for two signs in the five controlled.
